UK Local Authorities Intend to Dispose of Social Clubs and Leisure Facilities to Manage Finances

According to a recent poll of local authorities, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they bet on a fire sale of properties to balance the books.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of councils are planning to sell assets to meet the escalating costs of adult and children’s social care.

Councils have previously faced criticism for disposing of public land and land to shore up their finances, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group said that a significant number of councils attempting to raise money from a quick sale of holdings represented “a clear change from 2024, when the majority (six in ten) of local leaders said they would focus on service redesigns and utilising savings to weather increasing financial challenges.”

Specific Cases of Planned Sales

Medway Council in southeast England said its property management strategy included the sale of a retail complex in Rainham and a community venue in Rochester to generate £20m over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be disposed of under the plan.

Council Tax Increases and Broader Fiscal Strains

The survey of local authorities in the coalition, which includes several urban centers, further found that over seven in ten of councils will need to raise council taxes next spring to address the growing cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

The authority said it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these require time to deliver both better provisions and cost efficiency,” said a council leader.

He continued: “We face population challenges which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Projections

Research of county councils recently further found council budgets being stretched by the increasing figures of young people and adults needing special educational assistance.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Ministers have put off scheduled changes to the Send system until the coming year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the most deprived 30 across the country under the latest IMD measures,” said the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of England. The figures highlights the scale of difficulties facing municipal officials across key cities in the coming year,” the analysis added.

“Council officials have been explicit about the need for a fair and sustainable financial structure that reflects and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their communities.”

One in five of local authorities have cut or compromised care services in the last year, the study revealed.
